The Spanish Congress approved the law on February 9, 2023. It was published on March 29, 2023 in the Official State Gazette.

‘Working dogs’ used for hunting and guarding livestock are not protected under the new measures created to improve the ‘safety and welfare of all animals’. The measures include: a mandatory dog training course, a cockfighting ban, and stricter restrictions on breeding and selling animals. 

Non-compliance to the new laws can result in fines of 50,001 euros up to 200,000 euro.

Pet shops won’t be able to sell or show dogs and cats anymore in order to encourage adoption. Breeders will only be allowed to sell or breed animals if they have a local authority license.
